Registration and title are different documents
Nevada treats two pieces of paper very differently when a car changes hands:
- The title is proof of ownership. Signing it over to the buyer is what transfers the car.
- The registration is permission to drive the car on public roads for a period of time. It doesn't transfer to a buyer.
So an expired registration doesn't block a sale. What a buyer needs is a title in your name, free of liens, that you can sign. The buyer then registers the car in their own name. Should you renew before selling?
Usually not. Renewing is for driving, and a buyer registers the car again anyway. It can make sense if you plan to drive the car to a buyer or keep using it for a while.
If you do, the Nevada DMV's renewal page says:
- You can renew about 35 days before expiration or up to 18 months after, and late fees apply.
- Renewing outside that window, or with problems such as a registration suspension, has to be done at a DMV office rather than online.
- If the car needs an emissions test before renewing, the DMV offers a movement permit through MyDMV or at a DMV office.
The DMV doesn't list the late fee amount on that page, so check the total in MyDMV before paying.
The Affidavit of Non-Operation, VP-018
If the car sat unused while the registration lapsed, the DMV has a sworn form for that: the Affidavit of Non-Operation, VP-018. On it the owner certifies the car was not driven on public highways between two dates, and gives the VIN, odometer reading and where the car was kept.
A few things the form itself states:
- It must be sworn before a notary or an authorized DMV representative, with original signatures.
- It asks whether you got moving violations for driving without valid registration.
- Administrative fines are not reduced by submitting it.
It's a registration form for the owner. A buyer doesn't need it to take the car.
Don't drive it, and don't park it on the street
The DMV warns that driving with expired registration may result in late fees or citations. Street parking is also a problem in the Las Vegas area: Las Vegas and unincorporated Clark County rules require a car parked on a public street to be operable with current registration, and limit it to 72 hours in one spot.
Keep the car in a driveway, garage or private lot until the sale. A buyer who tows is the simple answer: we tow for free anywhere in our Nevada service area, so the car never has to move under its own power.
What the buyer takes over
After the sale, the paperwork for the car's next life is on the buyer:
- Registration in the buyer's name, with their own insurance.
- Smog. The DMV's emissions page says that in private transactions the test is the buyer's responsibility. Dealers selling a car to be registered in Clark or Washoe county must provide a passing test.
Your side ends with the title, the bill of sale, taking your plates and filing the resale notice within five days. The paperwork checklist walks through each one.

- Can I sell my car in Nevada if the registration is expired?
